SINOPEC Beijing Design Institute Assisted by: SINOPEC Shanghai Jinshan Petrochemical Engineering Co Approved by: SINOPEC Implemented as of: July 1, 1998 1998 Beijing SINOPEC DOCUMENT SINOPEC [1998] Jian Zi No. 257 Notice on Printing and Issuing " Basic Design (Preliminary Design) Definition for Petrochemical Plant " June 29,1998 Each Unit Directly under SINOPEC: Now it is approved to issue the "Basic Design (Preliminary Design) Definition for Petrochemical Plant" (SHSG-033-98) and which comes into force from July 1, 1998. The former " Basic Design Definition for Petrochemical Plant (Temporary)" (SHSG-033-88) is abolished at the same time. The definition is under the jurisdiction of the Engineering Construction Department. Any questions and comments occurred during the execution shall be timely fed back. SINOPEC Contents 1 General 2 Outline 3 Process 4 Equipment 5 General Plan and Transportation 6 Plant Layout 7 Piping 8 Instrumentation 9 Electrical 10 Telecommunication 11 Civil Work 12 Heating, Ventilation and Air Conditioning 13 Laboratory and Analysis 14 Water Supply and Drainage and Fire Fighting 15 Special Subject of the Fire Fighting Design 16 Special Subject of Environmental Protection 17 Special Subject of Labor Safety and Sanitation 18 Budgetary Estimation 1 General 1.0.1 The purpose of this " Basic Design (Preliminary Design) Definition for Petrochemical Plant " is compiled to improve the quality of petrochemical engineering design and unify the content and extent of the regulations of basic design document for petrochemical plant. Hereinafter referred as "this definition ". 1.0.2 This definition is suitable for the basic design of the newly built, expanded and revamped petrochemical plants. The basic design for upstream units of chemical fiber plant such as polymer unit and pelletization unit shall in principle follow this definition. For the basic design of utilities and auxiliaries, this definition may also be referred to. 1.0.3 The basic design documents shall be compiled with following the feasibility study report, overall design, process design package and basic design information. 1.0.4 The extent of basic design documents should meet the requirements for review, ordering of equipment, and detail design made by competent authorities and users. 1.0.5 This definition specifies the general requirement for the content of basic design for the petrochemical plant. User's special requirements should be discussed when signing a Contract, if any. 1.0.6 This definition doesn't define currently the from of drawings and tables in the basic design documents. Each design institute should compile those referring to its own regulations. 1.0.7 This definition is not considered as the basis for design institute to define its internal split of specialty, but may be considered as a reference for the compilation of chapters or sections of design documents. 2 Outline 2.0.1 Outline means the general description to the basic design of the plant, including general information, products and by-products, main raw materials, production methods and the use of energy, process control, plant location and adjacent conditions, utilities and auxiliary facilities, major technical and economical index, existing problems and suggestions. 2.0.2 The following key points should be described in the outline, including the construction scale of plant, nature, build-up basis and design basis, guide lines and policies implemented in the design, composition of the plant, design scope and split, annual operation hours, shifts and staffing of the plant, etc. 1) The construction scale of the plant should list the design production capacity for main products or processing raw material amount; and the phased project should list construction scale of each phase. 2) The nature of the plant should describe if it is newly built, expanded or revamped (technically revamped). 3) The construction basis and design basis should list the name, number of following documents, and the name of approval Unit for documents including feasibility study report and its approval document; environmental impact report (table) and its approval document; the pre-evaluation report in labor, safety and sanitation and its relative approval document; design contract, process design package, etc. for the construction project. For projects with imported technology, the name and number of technical import contract should also be listed. 4) The guidelines and policies implemented in the design should be described, (including the relative national policies and guide lines, and the relative rules and regulations of the construction administration department). 5) Describe the composition of the plant, design scope and split. The following table 2. 0.2-1 should be filled as the plant is composed of the units (main items): Table 2.0.2-1 List of Units (main items) Units (main items) No. Name of Units (main items) Responsible Design Unit Remark 6) It needs to describe the operation hours in one year and operation shifts of the plant, and list the operator members in the following table 2.0.2-2: Table 2.0.2-2 List of Staffing No Post Name Administrator Technical Person Operator Assistant Other Sub-total Remark Total 2.0.3 Describe the name, main specifications, output, storage and transportation requirements, transportation methods and destination of all products and byproducts. The warehouse capacities (storage period) for the products also need to be described if which included in the construction project. 2.0.4 The name, main specifications and estimated annual consumption of the raw material used for the plant need to be defined as well as the supply source and supply (transportation) method of raw material. Where there is raw material storage warehouse included in the construction project, the storage capacity (storage period) and type of warehousing for the products should be defined. 2.0.5 Briefly describe the production methods and the source of technique, and also describe the production process and energy saving methods. 2.0.6 Briefly describe the automatic control level and the selection of main instrumentation system used for the plant. 2.0.7 Describe the location of each unit within the battery limit, and the distance and relative position with the adjacent units or facilities. 2.0.8 Describe the specification or parameter, necessary quantity and source of electric, steam, cold, water, nitrogen, instrument air, compression air and fuel, etc. required for the plant. Introduce the condition reliance for the maintenance of equipment, instruments, electrical equipment, and buildings (structures). 2.0.9 The main technical and economic index of the plant design is as follows. See table 2.0.9. If there is the process design package documents, the basic design documents for process section could be simplified appropriately. 3.0.2 The following contents should be included in the process basic design: 1) Plant capacity should include annual production capacity and hourly capacity or raw material treatment capacity, main production lines, yearly operation ratio (including operation hours, continuous or interrupted production) and product plan. 2) Plant composition and their name; 3) For the property and technical specification of raw material, products and byproducts, should describe generally the physical property, components, unit, index, analysis methods and (or) standard number, etc. for the different materials respectively. For the polymer products, it should be listed out the property, unit, test methods and/or standard No., and the index of products of each brand. 4) For the property and technical specification of catalysts and chemicals, should describe generally the physical property, components, unit, index, analysis methods and/or standard No., etc for different materials respectively. 5) For the consumption amount of raw material, catalyst, and chemicals and the output of products and byproducts, should describe the material name, unit, quantity (according to consumption or output per tonnage of product, per hour and per year). For the solvents gradually consumed or the catalyst, absorbent, and neutralizing agent gradually degraded in the period of use, if periodical makeup is necessary, then indicate the makeup interval time and makeup quantity, and convert into consumption per tonnage of product. For the catalyst, solvent and dry agent, etc. which are initially filled or periodically replaced, the filling quantity for one time and the interval time for replacement must be indicated, and convert into consumption per tonnage of product. 6) Materials and energy specification for the utilities should be described with their state, temperature, pressure and specifications respectively. 7) For the utility materials, energy consumption rate and composite energy consumption shall indicate consumption rate and hourly consumption (including normal value and peak value). 3.0.3 The following contents should be included in the process description: 1. Production methods, process lines (define the applied process lines and basis), process characteristics (describe the process characteristics of the plant from the aspects of process, equipment, auto-control, operation, and safety, etc.) and the function of each part of the plant. 2. Brief description of process flow: describe the sequence of stream through the process equipment and the destination of resultants; main operation technical condition such as temperature, pressure, flow ratio, and main control plan, etc.; the feeding quantity for one time and the period where the operation is interval; the normal operating condition and standby operating condition situation where the operation is continuous or interval; the recovery and use of byproducts and treatment plan for wastes. 3. Safety and Sanitation, including: A) Analysis on hazard and harm of the main stream in the process, including: - The fire and explosive stream: the type, quantity, property and service conditions used in the plant. - The toxic stream: the type, quantity, toxicity and service conditions used in the plant. - The corrosion stream: the type, quantity, modality and service conditions used in the plant. - Others: such as burn due to high temperature, dust, falling things, and radioactive materials, etc. B) Safety and sanitary methods in the design according to the production characteristics, including: - Selection of process lines, equipment material; - Devices for pressure relief, anti-explosion, and alarm; - Fire inspection and alarming devices; - Devices for the extinguisher, fire fighting with water, steam, foam, and chemicals, etc.; - Leakage inspection and alarm devices for the flammable gas; - Measures for alarming and shutdown interlock of the production control and the devices for emergency shutdown; - Devices for the ventilation, de-dust, temperature decreasing, and noise removing; - Emergency shower, eye-washer, special labor protection articles and the relevant emergency medical facilities; 3.0.4 The table of conditions within battery limit should be respectively listed according to raw material, chemicals, products, byproducts, and utilities materials. The contents filled into the condition table within the battery limits should be included: item, name, in and out, state, transportation method, flow (kg/hr.), pipe diameter, temperature (℃), pressure (Mpa(G) ), etc. 3.0.5 The contents should be filled into in the piping table, including: line number, nominal diameter, piping grade, PID drawing number, the beginning and end of line, material name, material state, operation pressure (Mpa(G) ), operation temperature (℃), pipe class, requirement of heat isolation, and tracing type, etc. 3.0.6 The contents are included in the process equipment table as follows: item number of process equipment, equipment name, sets (operated and standby), main operation conditions, technical specification, main material and weight, etc. 3.0.7 The complete production process should be in the Process flow diagram (PFD). The details are as follows: main process equipment (not necessary to draw up the standby equipment), main process piping, operation conditions, control methods, and material data, etc. 3.0.8 Utilities flow diagram (UFD) should indicate the main equipment requiring and producing materials, the routing of main utility materials, control plan, flow, and technical parameter, etc. 3.0.9 The following contents are included in the piping and instrument diagram (PID): 1) Equipment - All equipment (including standby equipment) with item number and their main specification; - Preliminary scope of supply of the manufacturer who supplies the whole set of machine; - Nozzles of all equipment - Appropriately indicate the internals of non-defined-type equipment, such as tray type, tray number connected to the relative in/out pipes, baffler, defroster, heating or cooling coils, etc. - Indicate the installation height and relative height of equipment if process required. - The driven patterns of rotary equipment such as pump, compressor and blower, etc. - The usage of old equipment. 2) Piping - All process and utilities piping connected to the equipment (including that for the start up, shut down and emergency treatment), and mark on the piping and indicate the flow direction with arrow on the pipe. - All valves and its types (except instrument valves). - Mark the dividing line on the piping if the pipe class changed. - " Two-phase flow, easy vibration" marked on the two-phase flow piping if easily vibrated; " flow by gravity" marked on the piping if any with special requirement; gradient and liquid sealing height marked on the piping if any; " 'package shape' not allowed to exist " marked on the piping if required. - Venting, draining out, flushing and washing joints provided for start up or test run. - Tracing piping and jacket pipe with steam, hot water or others and its insulation requirement. - All piping attachments, such as, compensator, flexible hoses, filter, sight glass, trap, limited orifice, blind, removable nipple, and other non-standard fittings. - Number, position, type and structure of sampling points. - Number all relief devices, such as relief valve, explosion diaphragm, breather valve, and clearly explain the design requirement. - Indicate the type and specification of reducers; for revamped or expanded plants, indicate the connecting point to existed equipment or piping. 3) Instrument - All on-line instruments, including measurement meters, recorders, regulator, analyzer, etc. Number all instruments; - All control valves; - Interlock relationship; - Instruments supplied with machine need to be marked on the PID. 4) Notes to PID - Note to equipment is to describe some special requirements of equipment layout; catalyst and chemicals, and the space for packing loading and unloading. - Note to the piping is to indicate some special requirements in process and piping. - Note to instruments is to indicate some special requirements in instrument installation. 3.0.10 The following contents should be included in the Piping and instrument diagram for utilities: - Equipment concerned with utilities, i.e. to be used for or supplying the materials (including standby equipment). - All utilities piping, pipe fittings, valves parts, etc. for main pipe, header, branch piping, and in or out of equipment, and needed to make a mark on these piping. - All instruments in the utilities piping except those indicated in process piping and instrument diagram. 4. Equipment 4.1 Equipment design description 4.1.1 Equipment (including vessels, heat exchangers, industrial furnaces, compressors and pumps, machinery) design description should generally include: main featured operation and design characteristic parameters and process medium characteristics necessary for understanding the equipment; equipment material selection requirement; special requirement for the equipment manufacturing, inspection, packaging and transportation; scope of supply of the equipment (material) and the applied standard, equipment list of summary and equipment classified list of summary, etc. 4.1.2 Explain briefly the main equipment operation and design parameters and process medium characteristics which shows the feature of the unit, such as main operation parameters of equipment like pressure and temperature (especially the max. pressure, max. vacuum, max. temperature and min. temperature of low temperature equipment), etc; medium performance such as poison, easy flammability, easy explosion, easy penetration, easy-flying, high viscosity and corrosion (especially medium of rather strong corrosion). 4.1.3 Explain equipment material selection requirement based on the medium characteristics, operation and design parameters; type, specification and supply source of the main materials and special materials applied, materials required to be imported or specially ordered should be given the reasons. 4.1.4 Put forward the special requirement for equipment manufacturing, inspection, packaging and transportation, for example, explain the equipment required high precisely polishing and its requirement, suggestion whether the large equipment should be manufactured on site and its special requirement; external dimension and quality of those equipment possibly exceeding the limit, and the largest external dimension and quality of their removable parts, etc. 4.1.5 Describe the scope of supply of equipment (material) and applied standard. 4.1.6 Equipment list of summary shall be in the table form.
